Inexperienced Witchers are likely to get killed over and over if they try this high-level mission, a demoralizing experience to say the least. The game suggests that you don't attempt the Envoys, Wineboys quest until you're level 34, and we wouldn't disagree, as all the enemies in Blood and Wine will be this powerful or even more so. While you technically don't have to be a certain level to play this DLC, it's pretty clear that the developers created it to be late game/endgame content, for those who had already completed most of Witcher 3's content and were looking for something else to do. What Are the Level Requirements for Blood and Wine? Once you complete this quest, you'll be able to go to Toussaint as much as you like, whenever you like. In order to get there, you'll have to complete a quest in Velen entitled "Envoys, Wineboys", which will then get you access to Toussaint and the rest of the DLC. The vast majority of Blood and Wine takes place in Toussaint, a new area added that's strongly reminiscent of medieval Southern France.
